Notice on studying and implementing the "Degree Law of the People's Republic of China" 

Colleges and relevant departments:

On April 26, 2024, the Standing Committee of the National People's Congress voted and passed the "Degree Law of the People's Republic of China" (hereinafter referred to as the "Degree Law"), which came into effect on January 1, 2025. According to the requirements of the Ministry of Education and the Provincial Department of Education, in order to thoroughly implement the "Degree Law", further promote the standardization and legalization of degree work, ensure that teachers and students know, understand and abide by the law, and ensure the smooth and orderly implementation of the "Degree Law", the following matters are hereby notified:

1. Strengthen learning and publicity
All colleges and relevant functional departments should regard learning, publicity, and implementation of the "Degree Law" as essential tasks in the near future, use concentrated learning, discussion and exchange., to organize all teachers and students to deeply learn and understand the spirit of the "Degree Law", accurately grasp the core essentials, and focus on learning the requirements of the "Degree Law" on the guidance of the student training process, the quality control of degree theses or practical results, and strengthen the sense of responsibility and legal awareness; Teaching management personnel should focus on learning the legal provisions on degree conferring work process and degree information management, and improve the management level. The relevant learning materials are attached.

2. Comprehensive deployment and implementation
All colleges and relevant departments should systematically sort out relevant internal rules and regulations, and those inconsistent with the provisions of the "Degree Law" should be cleaned up or revised promptly. In the process of sorting out, it is necessary to solicit opinions and suggestions from teachers and students widely to improve the scientificity and rationality of the rules and regulations and ensure that the rules and regulations are in line with the "Degree Law".

3. Strengthen classification development
The Degree Law clearly states that "degrees are divided into academic degrees, professional degrees", emphasizing the classified development and training of the two types. All colleges should include the Ministry of Education's "Opinions on Deepening the Classification Development of Academic Degree and Professional Degree Graduate Education" in their learning content, adhere to the equal development of academic degrees and professional degrees, deepen the integration of science and education, and industry and education, and strive to improve the innovation ability and level of high-level talents.

4. Implement the responsibility and protect the rights and interests of students
All colleges and relevant departments should strengthen their work responsibilities, strengthen overall guidance, scientifically plan, and reasonably arrange, orderly advance, integrate the study and implementation of the "Degree Law" into daily education and teaching work, help students clarify their rights and obligations, and establish the concept of obtaining degrees by the law.
